When you create your character, you are required to tag 3 Skills. You can only tag the following primary skills:
There is bleed-over from certain primary skills, which is explained here. All of your other skills are increased via your base special and/or experience related to that skill. For instance, higher Charisma raises your base Persuasion skill which can further be increased by having frequent interactions with the marketplace.
Tagging a primary skill instantly raises it by 30, and increases by 2 instead of 1 when adding Skill Points.
