Tiers 2 armors represent the most used armor sets in the Wasteland. Every set is balanced compared to each other, but armors provide different stats, bonuses and maluses that fit to different playstyles. The Leather Jacket set will so probably suit a sniper better while the Metal Armor set will please those adept of closer combat style.
