it depends from which side you are looking at it, my feelings about implants are mixed..
on one side its thing which is giving to nolifers boost, breaking balance
on the other side its another thing which you can do, motivation to play and reach something very rare

Do I understand right that leader boost effect the whole zone the leader at?
If it's so, than I'm afraid of the situation, when leader will get in the corner as alt (or useless player) just to stay alive and provide boost.
I would suggest to make at least FTL to stay in close range of own squad, probably around 50-100 hexes
