Some NPCs, sometimes dog, sometimes human, sometimes a spore plant, even a damn gecko take forever to die when they go -#s.

I see you were shooting their legs. I had a similar experience today against a dog, shooting their legs to keep them down the whole time and was wondering how much HP these fuckers actually had.

Hello guys, this is intended, we should add the information in the CATS screen. Leg shots can never be lethal, that's made to allow you to disable someone without killing him.

OHHHHH lol, that explains it, I was beating the crap out of this one npc for like 700 hit points with power fist before she died, just some squatter.  LOL.

Interesting approach, I had no idea you had done this though, and the only time I would shoot legs is on an enemy that is really fast, and even then it's probably a better idea to just hit for the most damage and kill it. So, what I'm saying is, I get why you've done it, and I think its a good idea (and definitely add the information to CATS), but;

If you look closely he gets an xp reward seemingly each time he blasts it in the legs, I assume that was unintentional.
