Drug Effects Last Forever on Death?

Friend of mine said that he took a "blood moon"? (I've never saw this item) and he died while under it's affects and now he is constantly under the affect.

Giving him more positives than negatives.

Is this an isolated incident?

This should be fixed, please report incidents of it still happening.

The permanent SPECIAL and stats changes are another story however.
