[MECH] shoot a weapon with a low skill

Primary skill is Small Guns, but Energy Weapons (Big Guns) to shoot with the same chance to hit the target.

That is not a bug read the FAQ.
Until you aquire 150% skill in your primiary weapon all chances are equal. After that your main weapon gains weapon perks , and your secondary weapon skills have half the skill points that your primary skill has , but no weapon perks.

"Some of your skills are affected by a mechanic called Bleedover. This mechanic shares your level in a skill with another skill, up to 150%. For example, if you have 150% in Small Guns, you'll be able to use a big gun just as if you had 150% in Big Guns. However, this only affects your precision and doesn't unlock any weapon perk, so you'll have to raise the according skill for that. All primary skills share their level, and Doctor and First Aid are impacting each other the same way. Bleedover is graphically represented on the character screen interface by the colored cables making a link between your skills. The general goal behind this mechanic is to allow you to decently use as many available weapons as possible with one single character, though you'll still be more specialized and efficient with gun types from the skill(s) you raised. "
