issue with gifted

I want to create a new character with gifted with 1 charisma, and the game don't accept that (incorrect special data). If I add one point to charisma, it is ok...

Is it normal?

yes it is, 2 points in all special is minimum with gifted

Think of it this way, Your minimum stat without gifted is 1, gifted perk says "gives 1 point in all SPECIAL" . Not ""Gives you 7 points you can place wherever you want"... So you must have the 1 and the 1 from gifted ... 1+1 = 2
