skill not increase later lvl 25

I have a problem with my character that I can not increase skills I have, as you pass level 25 can not raise its main and secondary skills:

EW: 225%
FA: 125%
DOC: 125%

traits: Gifted

try to increase them but it says it can not increase more.

if any of you had this problem
