u can find those rare modules at dungeons like hellhole at paradise valley ... about calculation im not quite sure atm

AP cost and run speed can definitely be found at hellhole in maryland avenue. Together with some VTEC MKII combat armours and the rest of our loot. Just before the door to the first boss

For leader bonus calculations best refer to Paragon's character planner. I think it's more or less up to date. Or at least lots more up to date than the wiki.
