lvl above 24 is not any advantage and you can lvl up from 1 to 24 in few hours, some npc gives thousands of exp for killing
however i completely agree with item wipe

cmon you can get lvl 6 alone in few hours easily, then you join faction and all is fine as before

there are no tents as far as i know, you can purchase room for 50 caps each key for each entering in sewers from ghoul or later room in faction
