Bugfixes:
- ~dropsquad should now works (3rd times the charm)
- Squad fixes, no more ghost squadmate
- Hopefully fixed losing leadership buff problem giving negative stats
- Fixed wall hack bug, affected chars should now be restored to normal.
- Fixed bug where bursting one person with sneak debuff would cause armor bypass on everybody who got hit in that burst.
- Fixed so that item perks show properly (finally) with Medicinae Doctor
- Fixed so you can't enter HQ of other factions (except the courtyard)
- Fixed so you can't tp to your own room from another faction
- Fixed AC bug when creating a new character
- Fixed Normal DT leak from (dr/b)ugged characters.
- Fixed obscure hex throwing bug where if you had a weapon on reload mode and used utility throw it would have 0 chance to hit.
- RandomAssignment mob in-fighting hopefully fixed.
- item description fixes
- dialog fixes
- Building manager room change cost fix

Tweaks:
- Persuasion factor removed from Zone control payout reward. (payout increased)
- Friendly fire in platoon base no longer results in rep loss
- Corelife spawns no longer spawn infinite children
- Less nodding npcs
- Can no longer be defibed by faction who killed you
- Secondary skill cap reinstated. Can only raise them to your lowest secondary tagged skill.
- dungeons are now no log out

Skills already raised above this cap are unaffected by this fix. And I only guess that if you managed raise two secondary skills to 200 your cap is no 200?

Yeah gifted is so op..... Time to remake my level 35 character because this wasn't explained properly.. I guess.................................................................


Or you could just make a less ridiculous trait then gifted, and kick it out, I don't see any other traits so heavily weighted that also completely change up core mechanics of the game..

So why just put one OP one in?

So we just end up all skilled and gifted? Mmmm, how varied and unique we will all feel :P

Perhaps I have but the part that troubled me is when cirn0 said "your highest secondary" is your cap when for everyone without gifted it is their second highest secondary skill which makes the cap.

For gifted the cap on secondary skills is the the skillvalue of the 2nd highest secondary skill at lvl24.
For chars with tagged skills it is the lowest tagged secondary determinating the cap.

And beside that: traits are traits just as Myakot said.

What should be better explained tho or displayed on a more prominent place to read about is the whole skill-cap mechanic in general.

It's okay, if I have just misread then it is no issue, how I understood it was how you just explained it; for both gifted and non gifted players your caps will be your highest primary and second highest secondary.

If that is how it is then I'm happy, it was just how cirn0 said it in that log made it seem as though gifted people only have to raise one secondary to get their cap up.

No, you've misunderstood it ;).
To clarify Secondary soft-caps. Everybodie's favourite..... EXAMPLES!

Normal character:
Throwing - 70
Traps - 80
First Aid - 150 (tag)
Doctor - 200 (tag)
Sneak - 151
Leadership - 40
Let's say he somehow reached soft-cap with those % in secondary skills, now. So, it SHOULD work like that: after going soft-cap + levels he will be able to lvl-up every other skill up to 150 only, not to 151! As sneak is not his tagged skill, even though it's the highest second.

Gifted character:

Throwing - 70
Traps - 80
First Aid - 150
Doctor - 200
Sneak - 151
Leadership - 40
(You won't get that many SP as a gifted character w\o dumping battle stats ;D) So let's have a look at this, gifted character with those secondary skills will be able to lvl each of his secondary skills up to 151%! Coz it's the 2nd highest, not tagged, but highest.

That's the only difference. I believe, at least, hope I'm not wrong. Otherwise I'd look terribly dumb ><.

Klot - What particularly? There are only 2 thresholds of soft-caps. 250% (for every battle skill, except throwing, for some reason it's secondary), and 200% for everything else (both PVE and secondary skills).
After reaching soft-cap level (24 if nothing has changed, I slightly remember something about changing it), you will be able to spend SP into any of your "battle skills" till you reach the maximum, which is either 250% or *% of your tagged skill.
And concerning Secondary ones I believe I've written something right above.

LoL yes I am concerned I had got it wrong too, I had just finished explaining how I thought it worked to 2 non native english speakers who had chosen gifted, I would hate to have given them bad information, or have to re-explain.

Thank you for taking the time to explain it out for me, and yes I agree if that is the only bonus it is nothing to worry about.

I don't get it, what's so OP?
With gifted+skilled+educated+10 INT I can get 1 combat skill to 250 and 1 support skill to 130, the cap for my support skills would be the best starting value of these skills =~90. Or I can set two skills at 200, one of em combat and one not, but the cap on secondary skills would still be ~90. I'd have to skip all combat skills to get more then one support skill to 150+   
Looks fair to me.

Back on topic- is there any info on how to eat this Plasma Cannon?

Also if skill cap wasn't working for gifted chars too (it was not for normal). So any high level gifted char had chance to raise his secondary skills' cap by now (maybe even primary skill, no idea if that worked or not thou, I hope it did...).

We just have to wait for full, not bugged reroll or wipe ;p

I agree. This is BS and is already driving people off the game.
One thing for sure - what people hate the most in skill based games with full loot pvp is unfair advantages other players have. Just do a full wipe and carry on from there.

 - Doesent give HP
 - Doesent add resistance to crippled limbs
 - Doesent add knockout ressist

I get +3 effective range with burst, so that works.
It says it increase critical strength but i doubt it really. Unless im supposed to get knocked out 50% of the time with 9 str and wearing metal armor?

Allso why does it have to dissapear on death? If i die in ZC and get revived, i have to take new one.

The drug is just really hard to use, doesent give much benefits, and have big penalties (-3 luck, -1 agi, which is working perfectly).
I dont understand why the drug is even in the game if this is how you intended for it to work?

W8 m8! Were we playing the same game?

Gifted was pretty much "here's 7 extra SPECIAL points right here, enjoy!" trait, with a minor skill point and starting skill penalty. Nothing that could't be worked on with some levels. I consider it pretty much a cheat trait.

Only trait that ever approached it in quality was Small Frame (because in FO2 the weight penalty is easily rectified by NPCs + Car, unless you're a loner, which just means you gotta store stuff in car instead), and Fast Shot, because once you get a Magnum in Den and have a stronger, longer-ranged secondary gun like .223 pistol or combat shotty, you're boss. With Magnum + Fast Shot + 9 AP + Speed Loader mod (+ Bonus ROF) you could fire a veritable bullet storm, reload at 1 AP and kill in one round pretty much anything except Super Mutants.

I only used the bloody mess trait, because it was great seeing people's limbs rip off when you shot them with your avenger minigun
