PA reduces -1PE Already and Tin Can reduces it once more , so we get a -2PE debuff for anyone wearing PA.
I'm wondering if it should be changed:
Logic behind that is that your sight range will supposedly be decreased, but on this server it doesn't only give you that, but (for an example) eye cripple resist. Which looks kinda broken when you look at it tbh, you wear a giant piece of powerarmour which SHIELDS your eyes and you gain less eye CR by wearing it? (Less resistance to being disoriented doesn't make much sense either).
Unless that heavy -2PE penalty is supposed to do something else, but limit your vision (force snipers to be less defended) I suggest limiting sight range only.

I'm pretty sure it's only -1 PE total. The perk Powered gives +3 ST and the perk Tin Can give -1 PE.

PA gives +3st, -1pe, AND tin can trait with -1 pe

I can find sense in those drawbacks, and eye-cripple chance could be caused by inner structure of armor, although you won't get much damage, sensors could be easily damaged.

It's the top armor for CQ and mid range battles. The strength bonus eliminates the penalties for bursts making it the most desirable candy for Big Gunners with miniguns and machineguns. Each weapon and armor has it's use in a different situation. Not worth?

I don't know where you get your information, but power armor is only meant to give -1 Perception, and that's from the Tin Can trait. I just checked in game though and it seems it doesn't even have that trait at the moment. Guess that'll be fixed at some point.

The power armor was changed and those were the stats from 3 months ago.
