Title: NPC Faction rep and player faction conundrum

ok so tell me if I have this right.
There are the 4 NPC factions, if you kill other players who are members of other NPC factions it will decrease your reputation with that faction?
so if player factions join up and PVP with other players they risk ruining their reputation with the NPC faction if the other players in pvp they are fighting are members yes?

That's correct. I wouldn't call it NPC factions though. All players are members of one of those four factions.

so what is stopping people from the same faction from just killing the heck out of each other?

You can create a platoon, which is a private group inside your faction. You can't create another faction.

If you shoot faction mates, you will lose reputation with your faction. And if you lose too much reputation, you will be expelled from your faction.

You need to have enough reputation within the factions to be able to do certain things (including your own). This includes using premium vendors, unlocking better missions, and purchasing a platoon base. You can even help other factions enough as to gain access to their base and use their vendors (with enough positive reputation).
