Hello im new player of FO and i wanted to get some knowledge before i create my character.
So lets start

1. On what lvl i get Weapon Handling perk?
2. If i have 10 Perc and i use scoped weapon so i get sight range like i have for example 12 Perc or its still 10 Perc. Im curious if I can exceed stats by items over 10 points?
3. How do I use scope?
4. Is it worth to have 125% aim crit chance?
5. Agility is important for Sniper builds?
6. Should i get 10 Int for better critts?
7. For start should i go into Small Guns and use Sniper Rifles or Big Guns and use that "big sniper rifles"?
8. What can i do with Briefcases?
9. What can i do with Blueprints?
10. How can i talk in faction chat?
11. How can i earn some caps?
12. Is it hard to make an Assigment alone with 1 Endurance?

1: on level 6
2: yes, it goes beyond 10, but only for sight range purpose, not hitchance so you dont get your PE set to 11 or anything.
3: it's applied automatically when you have a scoped weapon in your active slot.
4: the enemy has a crit resistance which can cut your critchance in half, so yeah.
5: Agility gives you extra dpm and also si important for builds that run alot. You have to decide for yourself it iapplies or not.
6: IN will only make you get more crits, take LK for stronger crits.
7: you will be using mostly small guns whens tarting out, but you can use every weapon anyway so it doesnt matter. Plan your character for endgame.
8: You can sell them or wait until an optional dialogue is fixed so you can turn them in for some random items.
9: blueprint parts is a relic that you can turn in to learn a new machine gun or heavy weaponc raft.

11: Find them on mobs, sell items, do assignments, do zone control
