i dont know if its bug but i think it should be possible to create a new platoon without 30k rep , but im not 100 percent sure ... if u need help come to the AoP IRC channel and ask cirn0 for help , if it is bug . if not you have to do assignments i guess or go PvP ...

Yes, but if on a mission 5 floor injure a player of his faction - reputation goes negative and did not pass the mission. So be careful.

Relic donating was removed from the game quite a long time ago. (my post higher) Maps can still be found within the core.
