		+	Allows you to see current/max hp of the target, as well as equipped weapon and armour.
		+	Depending on which faction you are in, you will have to do a small quest on obtaining this perk (description and pics shall be added).

		+	(Screenshot here) On the outer side of the HQ there is a watch tower with the quest giver in it. You will have to climb a ladder and have a little chat with him (insert screenshotted or text dialogues of the entire quest).
		+	This quest is quite simple. All you have to do is to bring him a single scout handbook (insert pic) which could be obtained through barter or by scavenging Phoenix. After you bring him scout handbook, he will ask you to kill a single deathclaw, which could be tricky at times. Killing them is not that hard (they are extremely slow) what's hard is to find them. Try searching in the hospital area of Phoenix if having trouble.
