[Made up Lore] how the factions elected their leaders

Family: it was basically a showoff with who has the best looking suit
V-Tecs: the overseer had a bit too many "intimate" relationships with the vault's residents
Lawyers: they put them all in a free for all arena to kill eachother, whoever lost the most reputation became the leader, sadly, 3 people had tied score and therefore had to lead together
B-Boys:they had a shitshoveling contest, whoever shoeveled the most shit got elected as their Top-Shovel, he was called Skeeter, such a great man

Spend time within faction HQ, talk to NPC, idle and let them talk. You will learn a lot about those factions.
About the 3 lawyers, they didn't fight other lawyers. They are the founder of the lawyer agency. They created the agency and their codex, and those who agreed with them followed them. When they will pass out, the high judges will decide who is the best suited to ensure the spread of the law within the whole Wasteland.

Yeah, but if you don't take existing lore into account, you could as well mention the 6 factions that are not in Phoenix and are made of poneys, that teleport between planets.

Existing lore give you context. Made up lore feel the gaps.
