Heart Merchants

so, i just made a new character and i only have around 14K reputation, i have access to the heart and can take on heart missions, but i can't tradde with the heart merchants

so is the Reputation lock only removed for the heart itself and not the merchants?

which part is a bug? the fact that i can't use the heart merchants with low Rep, or the fact that i have access to the heart?
