I don't think the dev team has considered accessibility of butt-hurt. You need to streamline access to butt-hurt as to further capitalize on it's power. IMO not enough Butt-hurt in game.

Only family and Russians do that :D pretty sure each family member has like 20+ spa

I am neither family or russian, but i see quite often dumb opponement running around with Power Armor, without the build to take advantage of it, or the team mates to cover their asses, thinking the armor will protect them agains't everything. They don't last long and provide free Power armors.
