Title: do perks increase stats beyond 10?

i mean if i choose 'Hawk eye' or 'Sharp shooter', and i have 10 perception, will it increase to 12ish, or it stays the same and i just waste a perk?

edit: another question; do the perks have any requirments of stats? like min. 6 luck for 'More criticals'?

For the purpose of seeing, yes.  Will it help with your hit chance?  No.

Author - no, wiki clearly says the only requirement for perks is level.
