When I take jobs from the tribal guy in the brahmin oy ranch am I supposed to get a quest? Because I dont and since I dont I never have any idea where to go ecause he doesnt say

Get back to worldmap, and you'll have a new temporary small location near your headquarters. That's where mission will be.

Im searching for that scout book in town ( awareness perk quest ) can anyone tell me where i can find it ?

War-Mart or Library Park, in one of those, I found one yesterday. I think books and magazines are pretty common though, they are all over the place.

can i check the random assignment objectives somewhere? cheapboy maybe? i cant see it how many briefcase need to 100%
