At the moment 90% of guns in the game are useless and not even worth of picking up.
It's clear that a lot of work went into adding so many new weapons to the game so it would be a pity to waste all that effort.
I suggest to buff low and mid tier guns so that they can be viable and have their specific purpose.
Same goes for armors - there's a huge gap between low and high tier armors i.e. CA vs CAmk2 (mk2 vs mk3 has less difference so that's ok).
Minimizing the gap in stats of low-mid tier armors and weapons would allow for more diversity, would give a reason to go to the core to scavenge. It would also help with the problem of people not being able to afford top tier stuff for pvp.
Maybe all this is already planned, dunno if I posted something obvious.

I would add only something about way/recipe to improve mk I armors to mk II and mk II into III. Finding some use for scopes, springs, deathclaw hides and chitin scraps would be nice too. Please papa Cirn0, hear our prayers and become our savior in those dark and bloody times, when earth is shaking in gangs' war rythme after ocean of flame and radiation wiped our beautiful planet...

Not entirely sure but I think most guns feel useless atm is because devs skipped the whole tech progression. Check all guns you consider useless and see that they're all below tier 9.
