My suggestion is to make Nuka Cola in all its forms craftable.
This can be made up of certain ingredients which can be found anywhere in the core and in any kind of loot container.
Make the spawn chance of these ingredients to be extremely rate - like 0.01%.
Once you have all the ingredients, you need to go to the Nuka Cola Factory to finish off the process.
This will:
Encourage people to move around the core, especially if they want to create more Nukas.
Will not make the Nuka Map redundant.
Encourage the philosophy of scavenging the core than grind for PvP advantage.
One final option is make the Nuka's purchasable from the heart merchant at ridiculous prices.

Blood moon is as retarded. Make it buyable too, whats the point of that drug if you need to grind so much for it. During my playing from the beginning I must had 5-6 bloodmons max.

Don't think blood moon is being grinded/farmed. Blood moon/scorpion eggs are an occasional 'wow' find when regularly looting and a good reason to stop by whorehouse. You'd be insane to start grinding it. Reward is too low.
Grinding/farming generally happens when the reward vs time invested balance is off. The returns are so high that players are willing to cope with hours of mindnumbing PVE. Idk if you ever went on a BoS hunt pre-NPC buff. Incredibly boring, but in an hour of complete boredom all party members would have an mg42 or TP with some PA pieces on the side. You can still hunt BoS now, but it will take far more effort so people don't bother.
Blood moon: strong, unattractive to farm due to bad time/reward ratio: not farmed but still cool to find.
Nuka caps: strong, attractive to farm due to good time/reward: being farmed.

Exploring the core is best way to die to grid camping npcs so it is pve, and hardcore at that.

As said. No one is farming blood moon. No need to farm. Its an occasional lucky find. Make a scorpion egg style rare unfarmable supernuka ingredient and the problem is solved. I understand that you, being a hardcore PVE grinder, don't like the idea but come on, it's the perfect solution.
