I haven't been keeping fully up to date with this game, but I didn't want to go through pages of patch notes/changelogs.

Did they ever buff SMG's, magneto laser pistols, hand guns, etc?
  Electric rifle?  electric SMG?   can we use these weapons now without feeling like a twerp?
all viable now?

None of the changes made now matter. We're on full science mode.

Electro rifle seems pretty strong now.

Scorpion SMG is currently very powerful. Electric rifle as well. Hand guns were buffed quite a bit this patch.
