This perk is too punishing to be useful for a grenade thrower, it means they can only throw 1 grenade per AP pool just to save some caps, and it is a level 24 perk.
I have a good alternative as the essence of the perk is perfect.
Instead while a grenade is held in the primary slot, it will cap the AP pool at 50. this means they can still throw 2 smoke grenades etc
This balances price vs reward more.

While i agree that grenadier is hardly worth it your suggestions are even worse
If you want to use grenades as your main weapon its better to go street samurai and equip a grenade in all of your 3 slots and throw all in <0.5 seconds

Greed - there is literally no malus for that perk, it's not a trait :D. You don't really "waste 50AP". Think of it: you throw a nade, your slot is empty, you go to your inventory AND USE 50 AP TO RE-EQUIP.
Capping the pool doesn't really makes sense, It's a perk, not a trait.
P.s.
Well, we can argue that the first thrown nade is under malus, but eh.

This perk HAVE a drawback. i know that if you "reload" a grenade manually it takes same AP and more time, but the drawback of this is that those extra AP consumed aren optional. So, if you just want to throw one grenade (or imagine its your last one) you actually get a 50 AP penalty.
IMO this should be a configurable option (like always run) and not a perk. Is not worth it

Should be lower AP (30) and/or affected by brof, fast shot etc.
Also should work for nades in hand only, utility can stay as it was with or without the perk.

duno dident test it i almost newer trow nades in game but ye +50ap is kinda harsh i vote seting it to +30 so you can trow 2 whit brof to see ingame how it bahves if its OP or not
