There isn't one. I'd recommend building yourself a jack-of-all-trades kind of build, those are the best IMO. You can adapt to any situation needed, which means less dying.

Run around core and tag flags and science spears. No build needed. You should be able to go from lv1 to lv40-50 in a day.

I'm not sure you should rely on availability of full reroll in near future.
Close Combat seems to be relatively easy and cheap to level up.

how is CC easy to lvl up when you cant do assignments solo?
lel assignemnts doable solo , even without PA ... grab a good old one metal armor mk2

Get into a faction HQ and harass other player through faction channel (type "/f" before your message ingame) so they come with you in heart assignements.
Provided i am online and available, i see no problem helping noob level up and i know many players with the same mindset. Anyway, it is a win-win scenario as the veteran gain caps during the mission and gain stronger allies in the future, while the newbies level up VERY quickly.

Step 2: get spears
Step 3: kill shit
Step 5: enjoy fast level up

step 4 could not be provided to stop dicks from getting stuck into ceiling fans

really , melee with 10ST and heavy handed high END is very good farm build , u have most carryweight which is possible , which mean more looting plus with a supersledge or ripper or anything else u can kill mobs quite easy in doorways ...
