Who do I talk to in the BB headquarters about getting this perk? I can't seem to find him/her anywhere... -_-

That's the same NPC that teaches you Awareness perk (outside gate, turn right and climb the watch tower).
He'll require any silenced weapon from you. If you are having troubles with navigating or getting that item say it here, I'll log in and show you.
