We once came across a player with a red name, everyone I asked couldnt give me a definitive reason for it.
We thought that he was an ex faction member with really bad rep?
Anyway I've never heard anyone talk about it, there is nothing here on the forum about it afaik. And I've never seen it since.
Also I haven't changed any of the enemy faction name colors, only home faction.
I have been dying to ask so...What does it mean?
A few screens, to show I wasn't the only one that saw it.

maybe its just the "neutral" faction that is happening sometimes they leave and they live in the sewers im not sure

No, leaving a faction renders the name white. You know neutral like.

In one of the files called Namecolorizing.txt it has the following lines:

Notice BadBoyName is there?
My guess is that its one of the devs testing out names colors, I mean why else would this guy be in the files we all downloaded?

I believe that it was made using the TLA SDK, which would explain that.
