Title: How or where can I get sniper schematics?

Can I buy them off a merchant or do I have to find them in the core?

go to your faction's crafting area, there'l be a guy who trades weapon schematics for relics, you just chose "assault rifles and sniper rifles" or someshit like that and chose snipers, it will make you able to craft some low tier sniper shitty rifle, keep giving him relics in order to obtain better recipes

Relics - blueprints,schematics,encrypted holodisks, chemical journals etc...

One for snipers are encrypted holodisks
