Technically, sneaking with a leather jacket and rifle while standing still, should make me a better sneaker than with leather armor and a pistol. But I can be seen from further instead.

How did you come to this conclusion? Did I give some misinformation somewhere regarding the new sneak malus?

They really seem too high, got spotted from like 40 hexes while standing still with a rifle the other day

Yes I came to the conclusion from wiki/forum information which unless I'm mistaken, should give values as follows;
Leather jacket variants +25 stealth
Leather armor +0
Rifle -15 while standing, -30 while running
Pistol +0
From there I tested wearing only a leather jacket and pistol, where the detection rates seemed normal, then leather armor and pistol, where I could be spotted from further (substantially further), then with leather jacket and rifle, while moving and standing still.
The result was being able to be seen from further away with the rifle and jacket than with pistol and leather armor, even when standing still.
I cannot claim that this method was at all perfect, but I drained about 500 SECs testing it as much as I could.

Perhaps having items that add a malus and a bonus to sneak are not working in cohesion (one is overriding the other) or perhaps the running malus is being applied while standing still?

The malus from holding and running with weapons is a % of total sneak.
200 sneak with rifle =
200 * 0.85
=170 Effective Sneak Standing
=140 Running
Conversely the max effective sneak you can have with a rifle is
235 sneak * 0.85 = 199 (rounded)

Oh it is a percentage of the total value, I thought it was a flat rate.
In that case lol, it seems about right, but holy crap man, that is a huge malus.
So I assume that is the same for armor? Leather jackets confer +25% of total skill while CA is -25%?
Those are some huge values either way considering stealths effectiveness lies in the 150-200 and beyond region.

Yes then I now definitely see why sneaking becomes almost impossible with a rifle, even in a jacket.
I was complaining that they were too high as a flat rate, so I don't even know what to say now.
Except maybe ask that they be reduced to flat rates? LoL, it's weird to me that holding a rifle is actually more detrimental to your sneaking ability that wearing full combat armor, in fact more so than metal armor if you are moving.
Please consider a reduction to or further metering out of the new system as I stated somewhere else the critical part of stealthing lies in the 150-200 region (I know a few that would argue it's actually in the 175-200 region, anything below 175 is not even worth wasting a stealthboy on in their eyes), even reductions of 5 to stealth make a substantial difference at these high levels.

Agreed :)
The weapon maluses were definitely required, but are about 300% overkill in my eyes.
