Title: [MISC] Leadership Critical SPECIAL bonuses

Pipboy status (T?) displays now that it should gives only +20% to crit SPECIAL (before it shows "correctly" 80%). Char panel shows that you have +80%...

That one was about bonus base value.
This one is about pipboy indication.
Probably it's connected, but for some reason I stick to the rule "one bug - one topic".
I could be wrong with it.

Each 1 Critical SPECIAL is actually 5%.
