As we can see on the screenshots that guy just never stopped talking with the recruiter, and was not allowing anyone else to talk with him. At the same time he was asking the player to join any other faction.

В техи тоже забагованы, этот тип обещает и бб с фемели забаговать и даже караванщика, как найдет песочницу хакнутую.

V-tecs are bugged also, this guy promises to bug both family and BBoys's Recruiter-NPC and even caravan master (I assume the travelling merchant), once he finds a hacked sandbox.
