Character Bonus Rate Of Fire do not stack with BRoF of weapon as far as I can see. Can anybody confirm?
I didn't create this topic in Bug Reports primary because I wasn't sure about that, so I'll check my char with weapon to see if I'm wrong.

I can contest this.

The G3A3 without any perks for rate of fire, and no small guns skill, is 25 base AP to fire.

These are the perks for the G3A3

And this is the AP to fire the G3A3, with 250 smallguns skill (enabling the perks) and on a character with BROF.
The character-side BROF is 10% (2.5 from 25) of the base AP, lowering the G3A3 to 22.5 (rounded down to 22) AP to fire
The gun-side BROF is 5% (1.25 from 25) from the base AP, lowering the G3A3 to 21.25 (rounded down to 21) AP to fire.
It's possible there is a specific weapon that doesn't have it apply, but you'd have to be more specific. Otherwise, it appears to be working as intended.
and just for funsies, this is the G3A3 with BRoF on weapon, on character, on armor AND fast shot.

100% - (5%+10%+5%+10%) = 70%
25 * .7 = 17.5
Round down, and you have 17AP

Thanks for detailed answer.
I checked it and the mistake i did was is not considering rounding up.
So if you have a Shotgun with BRoF which takes 15 AP to shoot, it shows that with perk it takes same 15 AP. (at least in my case with BRoF and Fast shoot I have 11 AP to shoot with Remington. Which is 15 - 20% or 15 - 25% rounded up.)
I do not know if values in there could be not rounded in real calculations. But if not, it seems that Remington BRoF perk is useless.

Yeah, the lower the base AP cost, the less effective AP reduction perks are. In some cases, you can get an entire extra shot in an AP bar with certain mid-range AP weapons.
Not so much the remington, though.
