Brief cases should be able to be opened or traded to a NPC for things like, 1k exp or 250 caps...

Or maybe random useful items (Not crappy items)

Maybe even a type of lottery ticket item... Ranging anywhere from 10 caps to a tier 3 gun

1k exp or 250 caps? Lower it for about 5 times and may be it will be good.
As far as I know T3 items are supposed to be extremely rare and only craftable (meaning you won't ever find a single-piece PA.)

I agree that something needs to be done about those, as there is no use to them currently.

Well V-Tec can trade them in for not your suggested 1k exp or 250 caps...

for 15 caps each :)

little boost can be nice
25 caps I wouldnt mind
