how does it work here if i have 5 st and a wepaon that have 6 st requirement , i know that it will be give me -20 percent on skill but does this affect 250 % perk or either effective range ? would be good to know , thx .

The answer isn't there. It is a good question, without a clear answer. Not that the wiki is remotely accurate.

The answer is clearly there.
If you have base chance to hit 400% and you lack 9 strength, you will get 9 * 40% = 360% chance to hit penalty. Chance to hit has nothing to do with perks.
Effective range is 2/3 of range of the weapon and has nothing to do with chance to hit as well. (I mean the range to target corresponding effective range changes the formula of CTH, not vise versa)

Strength requirement has nothing to do with the weapon perks you unlock. With 250% skill you unlock all weapon perks, even if the requirement is 10 and you have 1 strength.
