Make sight range increase more the less your special is, like HP or other derived statics.
Close combat chars (melee, flamer, smg ) already have a hard time getting close to an opponent, its even worse when you can't even see where the enemies are shooting from, so an increase in sight range at lower PE levels can help to make a decent char without having to put 6 in PE. Im not saying that a char with 1PE should have a lot of sight, but at least if you have 3 or 4 in PE you should have a decent sight range.

this or just take hawk eyes perk or use sight range module.. there are many options

Yeah i already have hawk eyes, by i still think that the gap between having 4/5 to 9/10 to its too wide. In the case of critical resistance, you can get a decent value having 4/5 of LK and while having high LK value makes a difference the gap its more balanced

we had a different formula before with a similar systme as you described. Guess what? people actually complained that PE is useless cause everybody sees everything. We looked at both formulas next to each either and decided to go for the current one.

John is right, if you are willing to sacrifice PE for other stats then that's your penalty. I accepted it, and so should you.
Imagine people complaining that they don't have a lot of tankiness, just because they don't want to spend their points in EN and ST because they built snipers. Your suggestion is ridiculous.

it doesnt even makes sense that you want to have sight range without PE because sight range is main bonus of PE
