Need to use from inventory screen (backpack icon) don't cost ap using, can't use from hand slot, not sure about utility though. Tested with automated defib

Bumping with a screenshot of the aftermath of an attempt to use auto-defibs from the action slot to revive a very helpful test subject.

Automated can't be equipped in util slot
