Title: Character Reset/Re-roll

It would be great if there could be an option ( even if only once per character life/expensive one ect. ) to reset skillpoints and perks and apply them again (without reseting PvE skills like persuasion or science).
Many players may be not happy about they characters at 24 lvl and there is really no point in making again and again another characters becouse main purpose of this game ( supposedly ) is PVP and not boring character grinding, so pretty please - be user friendly ;]

yeah, but not like, insanely expensive =/
To where it would just be quicker to level up a new character :P
