Primary skills effectiveness over 150

I don't know where but I heard that increasing a primary skill between 150 and 250 increases the damage dealt by that class of weapons (around 30% bonus damage). Is this true?

nop, only hit chance and aim hit chance, perk silent hill death increase damage up to 30% if target is already damaged base on missing hp

also skill above 150 open weapon perks, those perks can sometimes increase damage - here u can see this perks http://fonline-aop.net/wiki/index.php?title=Weapon_Perks_%26_Traits

Yeah, I saw that blasphemy somewhere... it was about HtH if I remember correctly, and it's wrong, you don't gain any damage bonuses, only weapon perks (not even accuracy bonus).

Yes indeed. As long a you land a hit, you should do the same damage. However, weapon perks can influence that (hit the gaps, bonus damage....).
So in absolute, skill does not give you more damage. But it can affect weapon perks AND range!
