This drug makes you weaker than if you had not used it.
You trade 3 agility and 1 luck for 3 ST and 2 EN, it would seem "fair" trade of 4 stats for 5, but it's not so.
The bonus EN and ST does not give you more hit points. In other words if you want more EN and ST then just reroll or create your build as with the additional ST and EN in mind.

The duration of drug is 60 min, so it would be logical to assume that it's "long" term drug. However you lose LK and AG and you gain temporary bonus to ST and EN resistance. Whats the point of that ? You dont gain Hit points anyway. Thus those are not "long term" bonuses but "short term". You would use the drug to boost your carry weigh or ability to take on cripplers and knockbacks. This can be done more efficiently if you simply reroll rather than lose 3AG and 1LK.

I suggest to change the loss of 3 AG into loss of 2AG worth AP+ regen and 1 LK worth critical resistance.
