I think yes but easy to test, just take mentats or use sneak to modify your perception.

here is the thing i got 2 perception and my aimed range is (white circle) very crappy BUT real hit chance is 95 as per does not play at all eg. far beyond white circle

Maybe you found a bug, i don't know for sure. Try post some screenshots.

AFAIK only ST and THROW skill matter in the throwing formula.

Of course if you have 1 PE, you won't need that much ST, since you won't even be able to see your target at your max range.

well if you are sure about that the problem is in white circle indicator (in inv effective range indicator is bugged too it show range similar as white circle not actual)

hes right 1 pe effect the white circle even if it shouldnt when throwing only should be affected by ST and Skill ... use psycho on a spearman and u see
