I can't say for sure that it allies to this server mechanic but usually it's like that:
Each armor (character+armor+perks) has DR and DT values. To determine end-damage you need to count (damage_value - DT) / DR/100 .
Each weapon (ammo + weapon + perks) has DT and DR modifiers for the armor. So you count (damage_value - (DTa + DTw)) / (DRa + DRw)/100
Meaning +DT and +DT of your ammo will make enemy armor more strong.
Also there's limits for value calculating, meaning DR and DT can't be less than 0 and higher than 95% and something.
But it's theory and should be checked on practice for this server.
