Wasteland encounters have no time to talk

Please make the NPCs in the outskirts of Phoenix stop for a longer period of time or make them stop when you open dialog with them.
Screenshot related, I missed a chit-chat with King Arthur because he can't stop moving.

They do stop and you can't open dialogue. All he says is hello citizen and others yell make way for the king.

They do stop and you can't open dialogue. All he says is hello citizen and others yell make way for the king.

But not for long and you can't interact with them while they are walking.
And there is one encounter NPC, that I know of, that has a dialogue box, the adventurer leader.
