looking at the specs I googled, I would say yes, however dualboxing might be problematic but I dont think that's an issue for you. I really have no idea about the systems requirements for fonline, other than aop being the most demanding of all fonlines and it requiring quite a bit more ram than I expected it to.

aop processor or/and benchmark requirements are lower than TLAmk2 and Fo2 (at least were a year ago)

I had a couple of people with shit pcs who could play other fonlines well enough but got the lowest fps on aop

my old processor couldn't handle big maps/many critters on Fo2 and TLAmk2.
On Fo2 during 35+ critters in the FoV + 50 critters in the map before gathering in Hub for the events / Town Controls with many players involved my CPU was lagging hard, freezing the game and delaying traffic handling.
Never experienced it on AoP.
Didn't care about FPS, cuz it was just unplayable.
With anything multi-core shouldn't appear though.

I thin it should run okay.
The new Dota 2 reborn works well in it so I assume ApP should be okay.
I'm getting a tablet hybrid for when I go travelling or home. I could easily get a laptop however. Undecided at the moment.
I will go for the surface pro 3 or 4 depending on how much I save. :D
