Possible assignment bug

I only started playing a short while ago, so I'm not too sure on how the game works. However one thing I've noticed is that a lack of caps has been a constant issue. As I wondered why everything was so expensive, I noticed that at the end of every assignment it states that I am getting a "payout" of 40-75. I'm fairly sure that this is referring to caps, yet I don't receive anything at all. Is this a bug, or am I not noticing something?

Look in your room. The caps will be in one of the containers that came with the room.
