Hello, here is some ideas I have come up with my buddies for other FOnline games, I though I could share some of these with you guys.
I know some of them not even work with how the game works but these are just ideas, so share your opinion and if you got any neat ideas jut post them below.

ps. sorry for spelling errors for the start :D also some of the ideas might be 2 times on the list, I will remove them in time.

Death Clock   if your health drops under 75% you will activate 25+ Health regen. (10sec)
Pyromaniac   Increase Fire damage by 40+ and ignite chance by 35%
Life Force   60+ maximum health, 4+ health regen
Maniac   6+ to total dmg you deal, ignores 6% of enemy armor.
Officer   10+ hp regen from every follower you have.
Flameboy   1+ AP regen if you are wielding Fire based weapons, 5+ to fire resistance.
Unstoppale force   1% damage and knockback chance for every hex moved in combat before a melee attack, also gives you 20+ AC.
Incite   Taking Damage from enemies increases your movement speed and increase your normal threshold with 1%.
Overkill   Killing enemy gives you Bonus buff for some time (30sec), you will have increased AP regen
Ain't got time to bleed   taking damage will give you health renegation bonus for some ammount of time (15+hp regen over 20sec)
Helios   Rocket Launcher and Grenades have increased critical damage/modifier?
Hide of Scars   The player character gains +4% to all resistances except fire.
Butcher   15% more for Critical Chance when using blades
Berserker   10% more damage when health drops below 25%
Man's Best Friend   Your dog followers will always deal critical strike.
Mutate!   you have turned into Super Mutant, your Threshold and HP is increased by hp 150, +10% Resistance to all damage types, immune to radiation, also 3str bonus
Adamant Skeleton   decrease change being cripled 15%, 5% to critical resistance
Paralyzing Palm   30% chance to paralyze enemy for 3 seconds
Nerd Rage!   15% More Damage Threshold and Strength is raised up 10 if HP drops below 30%
Commando   40% increased AC when holding 2 handed assault rifle.
second skin   You have grown yourself a second skin, all damage is reduced by 3% and you gain 20+ HP
Neural Optics   Crit Chance increased 6%, 6 to field of view.
Vired Nerves   12% damage resistance against explosion/Laser damage
BarkSkin    8% More Critical Damage Resistance.
Tribal    You deal increased 10% Close Combat Damage, INT drop -1
Drunken Master   Alcohol gives you bonus 5% damage. More addicted to alcohol
Shotgun Diplomacy   Fully loaded shotguns will always deal critical strike (First burst/shot from shotgun)
Meatshields   Followers have increased 30HP and 5% damage resistance
Into The Shadows   Allows you to Re-sneak even if somebody can see you, 20+ to Sneak skill
Overglocked   your energy weapons have increase critical chance and lowered AP cost. 
Quick Hands   sometimes in combat when your health drops, your character will consume Super Stimpack itself.??
Thick Skinned Trade 1/3 of your health for only receiving 40% damage from attacks.
(cant pick up any perk that gives you dmg resistance or Threshold)

Unstoppable
you have 40% chance not to start combat timer when you are hit.

Plaguebearer
You have a horrible plague, enemies near you will take poison damage, also increases poison damage over time.

Long Distance Runner
you can now run much longer before getting tired. Increase AP regenaration

Death Clock
if your health drops under 80% you will activate 20+ Health regen.

My Favourite Weapon
You can now deal 8% increased dmg with this weapon, but any other weapon you use will have decreased dmg 8%
(you can choose your favourite weapon)

Field medic
30% Chance to fully restore hp when using first aid.

Expert-thrower
35% of the maximum and minimum damage of projectile weapons.

Adrenaline Rush
when 2/3 hp lost, you will gain 10 Damage threshold to all damage types.

Pyromaniac
Increase Fire damage by 40+ and ignite chance by 35%

Life Force
+60 To maximum health, 4+ Health regen

Maniac
3+ to total dmg you deal, ignores 3% of enemy armor.

Handyman
45% to all combat skills

Officer
10+ hp (or HP regen?) from every follower you have.

Terminator (unique)
Each hit on a target will restore 10 health points.

Medic
50% chance to not have First aid cooldown when healing somebody.

Flameboy
1+ AP regen if you are wielding Fire based weapons, 5+ to fire resistance.

Life giver 1
22+ Hit points.

Life giver 2
34+ hit points

Life giver 3
46+ hit points

Sharpshooter
8+ FOV, +7% Chance to hit

Stonewall
cant be knocked-down

Unstoppale force - +1% damage and knockback chance for every hex moved in combat before a melee attack, also gives you 20+ AC. ( Hand to hand 200%, STR 10, lvl 21 )

Incite - Taking Damage from enemies increases your movement speed and increase your normal threshold with 1%. (10sec) -  (hand to hand 200%, Agility 10, lvl 18 )

Overkill - Killing enemy gives you Bonus buff for some time (30sec), you will have increased AP regen - ( str 8, Ag, 8, lvl 24 )

Ain't got time to bleed - taking damage will give you health regeneration bonus for some amount of time (15+hp regen over 20sec) - ( Endurance 10, lvl 24)

Helios - Rocket Launcher and Grenades deal increased damage,( lvl 15 )

Crazy Bomber - No more singed eyebrows! With this perk, if your character experiences a failure while using explosives, the explosive in question will be defused or reset.(Level 9Intelligence 6,Traps 60%)

Trap Master - you can setup Traps in lockers and Doors. (, lvl 15)

Drunken Master - You fight better when you are drunk. You receive 2+ to your action points skill/Regen while under the influence of alcohol, also gives you 5% increase hth dmg. ( Hth 200%, Str8, lvl 9)

Hide of Scars - The player character gains +4% to all resistances except fire. ( Endurance 10, Lvl 24, )

Leader - Any squad member within your area of influence will receive +1 Agility and +20 to Armor Class. ( Charisma 7, , lvl 9)

Rad Child - Bonus to healing while being irradiated ( Endurance 10, lvl 18, survivability 150% )
(Minor : +1 health per second
Advanced: +3 health per second
Critical : +6 health per second
Deadly : +8 health per second)

Solar Powered - You gain an additional 2 points to Strength when in direct sunlight, and slowly regenerate lost health at a rate of 0.5 HP every second (Endurance 10, AGility 10, luck 6, lvl 24)

Slayer - +30 on critical chance rolls when unarmed( close combat 300%, Str 10, lvl 24)

Stunt Man - You've learned to bounce! You receive 25% less damage from falling or being blown over by explosives.

(rework)
Toughness - +10% to all resistance ( lvl 3, Endurance 8 )
Even tougher - +5% to all thresholds ( lvl 6, Endurance 10)

Team Player - your Followers will gain more exprience (charisma 6, lvl 6)

Butcher - +10% chance for Critical Chance when using blades ( close combat 180%, str 6, lvl 9)

Berserker - +8% damage when health drops below 40% (lvl 24)

Man's Best Friend - Your dog followers will always deal critical strike.

Expert Excrement Expeditor - Increase speech/Persuasion 10% also you deal 10% increased dmg with shovels!!!

Sniper - +15 on critical chance rolls with small guns (Perception 7,Agility 7, small guns 250%, lvl 24)

Mutate! - you have turned into Super Mutant, your Threshold and HP is increased by hp 150, +10% Resistance to all damage types, immune to radioation. (lvl 24?)

Chemist - Your crafted drugs can have special effects: +1 random special point

Gunslinger - Increased accuracy change with pistols 40% (lvl 9, Small guns 120)

Adamantium Skeleton - decrease change being cripled 10%, 5% to critical resistance

Paralyzing Palm - 35% chance to paralyze enemy for 3 seconds ( Close combat 200%, lvl 24)

spelunker - increases the chance of finding stupid items in caves/dungeons like flares.

Quantum Chemist - Can craft 2 set of drugs instead of 1.

Nerd Rage! - +15 Damage Threshold and Strength is raised up 10 if HP drops below 20% (science 100%, Lvl 15, Intelligence 7)

Commando - 30% increased AC when holding 2 handed assault rifle.


Support perks (can be gained from the quests)

Gambler
50% to gambling skill, < Luck better chance of winning.

Healer 1
25-45+ healed when using first aid, also gives you +5hp

Healer 2
35-55+ healed when using first aid, also gives you +10hp

MrFixit
+30 Science and Repair skills, 30% better chance to repair equipment without tools

Heave-Ho
Ignoring strength when throwing, 20% of the maximum and minimum damage of projectile weapons.

Heave-ho 2
Adds 5-10 hexes to throwing.

Dismantler
You get even more resources when sciencing equipment

Pathfinder
Travel Speed Increased 20%

Magnetic Personality
Increase effects of buffs on party members by 2%

Speaker
better deals while trading with vendors.

Faster Healing
10+ Healing rate

Thief
you are more invisible when sneaking, 30+ to sneak and steal skills

Pack Rat
45+ to Carry weight

Strong Back
55+ To Carry weight

Power Armor training
You can now wear power armors.




Athletic - The player can run faster and for longer than normal, Stamina Regens slower.

"artifical blood" - faster healing, better rad and poison res, other players cant first aid you unless they have artifical blood also
    (because a normal doctor wouldnt get it)

Numbed Nerves - All damage is reduced when you are ignited but You take double damage from burning.

(replace with poison?)
Burning Hands - You deal extra fire damage with unarmed attacks and can ignite enemy but everytime you are in combat you will BUURN!

Psychotic - Doubles Psycho Effect, You lose 1- from every SPECIAL point when you are addicted.

(replace for bonehead)
Gray Matters -  25% less damage from attacks to your head, Intelligence reduced by 2

Cyborg - +2% Damage Resistance +10% Poison Resistance +10% Radiation Resistance +15 Energy Weapons, You take 15% more damage from Energy weapons, you dont have realistic needs -> water/food/sleep

Bruiser: You gain +2 Strength and -1 Action Points


Other stuff

second skin - 3DT+ to all dmg resistance types, 20hp+

Regeneration Implant -  15% increased health regen/10% Reduced First aid cooldown?

Charisma Implant - 70+ more Party Points/Persuasion increase. 1hp from every follower you own/have.

Neural Optics - Crit Chance increased 6%, 6 to field of view.

Vired Nerves - +10% damage resistance against normal and explosion damage, -1 CH

Hyper Reflex  - Agility 1, AC 30.

strength Implant - +2 STR, -40% less chance to criple your arms.

Endurance Implant - +1 Endurance, +20hp, Health Regen 4+

Agility Implant - +1 agility, 10 Action boy, 10% more stamina regen.

Superiour Defender - +5 points of damage and +10 DR when standing still

BarkSkin - +10 Critical Damage Resistance, -3% fire dmg resistance.


Other

Treasure map system - You can buy treasure maps from vendors and use them to locate new area in map, when you enter to this new area, new quest will start example. "kill all enemies in the area" or something similar. When you have completed the quest you will be rewarded. you could complete the quests with your friends also.

Hardcore Mode - You can now create character in Hardcore mode which means that if you die, your character will be deleted permanently. The Catch is to survive to max lvl to get rewarded, Example : Forum banner " HC-Player " and Ingame rewards, also you can change your character back to regular.

The Raid
if anybody has seen movie called The Raid, this quest would be dedicated for large groups/factions to complete. 10+ people group have to take over large office building from Raiders.

Implants? They are called leadership bonuses here in AOP ;)
