NPCs not respawning

The overseer at Vtec does not respawn.
Neither does the concierge in my platoon room.

any further details required?

Neither the concierge nor the overseer have a replication timer, because the people who originally made them for some reason just couldn't imagine that someone would haul off and kill them.
Anyway, I'll hop on and give you a platoon concierge in a minute, but resetting the overseer could screw up some people's missions down there, so we might wait a day or two on that one. She doesn't serve any vital purpose at the moment anyway.
Edit: Concierge is back.

thank you so much for the prompt response :)

so I assume they will not respawn if some muppet in my platoon will end up killing them again.

but perhaps that could be included with the next patch?
