Merchant doesnt buy good weapons!

Sometimes, V-tec HQ supplier Malcolm accepts to buy AS50 sniper rifle! Sometimes only Decard accepts to buy it! But sometimes none of them want to buy it, doesnt matter the condition % of the gun! Is it a feature or bug? And how to understand when they could buy good weapons and when not?
