Reporting after accomplish the 100% of a quest is very annoying, it doesnt improve the gameplay or help balacing anything, it just force us to waste time. And also, even if the quest was done, if you dont report it you lose the reward. As soon as quest is completed we should get the reward and the 10 min cd should start again.
