Title: Where tf are HQs?

So I'm lvl 6 now, and either I'm blind I'm missing something critical in regards to where the faction bases are that you go to join.

Inside the sewers main area you will find a representative of each faction. church guy in robes, family guy is big gangster, etc. You have to talk to one of these NPCS to join a faction.

There is currently no level requirement for joining a faction (that was removed)
